Phil is a partner at Hand & Ledesma, P.C. who specializes in estate planning, probate and trusts. Born in Iowa, Phil was admitted to the University of North Dakota and graduated with his Bachelor's degree in 1968.  Phil served in Vietnam in the United States Army.

Phil enrolled at Drake University Law School and earned his Doctor of Jurisprudence in 1975. After law school, he moved to Oregon.  Phil joined the firm in 1975. 

Phil is active in the Rotary Club. He served as President from 1987-1988.  Phil is past president of the Woodburn Area Chamber of Commerce.
